The Heart of The Plains Mission Broker Missing?

I just finished The Heart of the Plains Mission - Rank 5. It seems the mission broker is missing and I can not complete my 9k mission.

Is the broker located somewhere other then where the mission locates him?

He's located at 138883, 77114. He's with the other NPCs that are at the newly reformed A.R.C. Staging Area.

I'll make sure that those missions display the correct map location for the next VU.
