Setter Docks (128689, 77631, 108) is to be found at the island very South East on the map of Cyrene (next to the large black area at the right).
When you arrive with the teleporter the area looks like a normal dock with wooden/steal construction and different types of containers. And Setter Docks was indeed once a key point of trade and commerce but has been abandoned due to the hostile creatures nearby.
Setter Docks has all the useful terminals though - you only have to take a small walk towards the water side from the teleporter, and up to the first level.
You can tell that wind, salt water and time has been rough towards the now rusty containers and exhausted iron plates, which hold together the otherwise stable construction in the water. The content of the many containers remains a mystery for now and no guards are to be seen for miles.
The only sign of activity are the piles of old sandbags which are placed nicely around on the docks. Possibly to act like a shelter at a time where soldiers where defending the docks towards enemies, because here and there it looks like bullets have been ripping the sackcloth apart.
The view from the upper docks is no less than amazing. In the distance you see the large hills and mountains - the lonely threes and the long, deserted beach with big rocks shooting up from the ground.
Setter Docks is highly protected by Gun Turrets from the beach side to remind you about the possible danger of the in-land creatures which might be ruling this area. And you don’t have to explore the beach for long either before you see the drooling Bile Jellyworms which seem to be waiting for a quick snack.
If you run more North East from Setter Docks you will find a large light brown area on the map. This is where the amazing Mature Rhino Beetles are located. These large creatures move fast and most likely they will try and hit you hard with their deadly horns.
In the very distance in-land from Setter Docks you might discover a lot of dark, thick smoke that seems to rise from the mountains. It requires a nice run North of Setter Camps by foot but before you know of it you will arrive at; Coastal Encampment R66-X. You can still see the black smoke in the distance, but will notice now that it comes from the Volcano Island and area around The Brim. Perhaps the next thing you wish to explore...?
