What's required for Long John Silvers?

When I try to talk to Long John Silvers nothing happens... is there a prereq mission you have to do before he'll talk to you and open up Scary Hackfin MIssion? If so what is it?

There should actually be an invisible trigger on the road near to him that starts the mission. Although I suppose would could have an alternate start in the future for players that miss it.
