    I once talked with a new guy, he had to relog too and still didn't find the tool until I told him to scroll the inventory all way down - it was like 10 heights of the inventory down there.

    i told guy to press compact button and he still didnt see it, so i dont know

    I ran in some new avatars that didnt got the VSE. Compacting or relog didnt bring it up. A support ticket usually works.
