A.R.C. Staging

Where I agree that this area needed an overhaul, when I arrived here the first time I was overwhelmed by the amount of NPC's standing everywhere around.
However, you just made it worse. You now get overwhelmed by the amount of service centers dropped all over the place.

A service center should only be used as a service center because: A new player has no idea how a service centers looks, if you start putting mission brokers in them you have set a precedent and they will keep looking for mission brokers in every other service center they come across.

Redesign the area again, make it simple. You already removed the vehicles, remove the A.R.C. soldiers. Re-sort ALL the mission brokers (by group/type/missions) along the walls so you get a square, then most important DONT put anything in the middle! Drop the vehicles and what not outside this "square"
