is helping harwell bugged?

    it popped up to kill 15 tree dragons, says completed, map shows me to go to [138824, 77094, 112] , but no npc here to turn it in. seems many of the comments are from a previous map with co-ords, what are the new co-ords of the turn in?

    nevermind i found him at [138784, 77095, 112], just the completed location is not on him, it is close though
